The gate that rejects
A gate is not active until you have watched it fail on purpose.
A rule that exists in a document is not a rule that is enforced. The distance between those two things is where most governance programmes quietly fail.
Presence is not conformance
Cataloguing a constraint proves only that someone wrote it down. Enforcement is a separate claim and it needs separate evidence.
The test
Before marking a gate as active, break the rule on purpose and watch the gate reject. If you have never seen it fail, you do not know that it works. You only know that it has not complained.
Fail loud
An unbound rule must produce a loud failure, never a silent pass. A green build that checked nothing is worse than a red one: it manufactures confidence with no backing.
